My Outlook contacts were sorted by Last, First.  When I sync'd them with my Evo they listed as First, Last with many extraneous enties for fax, etc.

No problem, I just individually saved the good entries as Last, First on the Evo and deleted the junk listings.

Problem is that after syncing my phone contacts are Last, First on Evo but the Outlook contacts are First, Last and no amount of trying can correct it.

Any thoughts?

I believe the default contacts app always displays them as first, last even when its sorting them by last, first. If you want a different display, you'll probably need an alternate contact app. There are quite a few in the Market.
