I def see what you mean. When I first installed it, I had no idea what I was doing and got stuck n a bootloop, and had to do a nand restore lol. But after playing with it, I've got an ok understanding, but could always learn more. I must say, that it has extended my battery life if Im using the phone lightly or moderately.  I know more than when I first installed it b/c I've since looked at tons of youtube vids, and did some research on various forums. Id have to agree with u on the people not having or trying to gain the knowledge to use it right.

really? Question: With a HAVS kernel, does the kernel itself act like a sort of built-in setcpu?

In my opinion, that pretty much says it all...

Try different kernels. See what works best for you.
I have always been a firm believer in just learning how to manage your phone properly for best battery life. I mean think about it. We have some serious computing devices here that have tiny batteries. In my experience, my phone battery lasts way  longer than any of our 3 laptops we have here at home. And yet we still cant fathom that these little batteries don't last us 24 hrs or more? Under heavy use I still don't know why 4-5 hrs. can't be considered exceptable...

I never really thought of it that way but I guess compared to SVS (Static Voltage Scaling) it's kind of like having setcpu built in being HAVS is Hybrid Adaptive Voltage Scaling.
